The purpose of this policy is to ensure a consistent, enjoyable, and safe experience for all participants during Downtown Excelsior Springs events sponsored by the Downtown Excelsior Partnership, Inc., particularly those that feature alcohol. This policy outlines the requirements and responsibilities for businesses wishing to participate in such events.
This policy applies to all businesses located in the Downtown Excelsior Springs Historic District area interested in participating in events organized and sponsored by the Downtown Excelsior Partnership, Inc.
Eligibility Requirements
- Participating business locations must be located in Downtown Excelsior Springs. Special consideration may be given to area wineries, breweries, and distilleries on a case-by-case basis.
- Participating business locations must agree to feature and serve the alcohol being promoted or featured for the event.
- Businesses wishing to participate as a snack or gift shop will not be permitted.
Licensing and Compliance
- Participating businesses must possess a valid liquor license as required by state and local laws and must comply with all regulations regarding the sale and consumption of alcohol.
- Participating businesses that do not possess a valid liquor license as required by state and local laws may secure a picnic liquor license through the Downtown Excelsior Partnership, Inc.
- Businesses must ensure that all staff involved in the serving of alcohol are at least 21 years of age, appropriately trained, and certified as required by local laws.
Safety and Responsibility
- Participants must adhere to responsible serving practices, including not serving alcohol to intoxicated persons or those under the legal drinking age.
- Business are encouraged to promote safe transportation options for event participants including designated driver services.
Event Participation and Promotion
- Participating locations agree to be included in event promotions, maps, and materials produced for the event.
- Businesses must clearly display event signage and any promotional materials provided by the Downtown Excelsior Partnership, Inc.
Fees and Contributions
- A participation fee may be required to cover the costs of securing licensing, materials and other associated expenses. The fee structure will be communicated in advance of each event.
- Businesses may be asked to contribute to the overall experience by offering special promotions or activities that align with the event theme.
Application Process
- Businesses interested in participating must submit an application to the Downtown Excelsior Partnership, Inc. Promotion Team. The application must include if the business possesses a retail liquor by the drink license, a brief description of the offerings for the event, a photograph to be used in marketing materials, a certificate of insurance, and any planned promotions or special activities.
Compliance and Enforcement
- Failure to comply with the terms of this policy may result in exclusion from current and future events.
- The Downtown Excelsior Partnership, Inc. Promotion Team reserves the right to conduct compliance checks and take appropriate action in response to violations.
Amendments
- This policy may be amended at any time by the Downtown Excelsior Partnership, Inc.
- Participating businesses will be notified of any changes to the policy.
