Introduction & Background

Downtown Excelsior Partnership, Inc., a 501(c)3 not for profit organization, focused on revitalization of Downtown Excelsior Springs, is requesting bids for the professional construction of the Lithia Landing project which includes two phases of construction.  Phase 1 is construction of the deck and Phase 2 is construction of the pergola.  While both phases may be completed at the same time, we would like project bids for each phase to be separated.  The project will be located at 243 E. Broadway, Excelsior Springs, Missouri 64024.  The deck will be free standing on vacant property located on Broadway.  See attached drawing for dimensions and specifications.

The lot has approximately a four-foot elevation drop from the sidewalk on Broadway.  The deck will transition to the sidewalk.  The loading for the deck will be 100 psf.  There will be an 18 feet  by 35 feet pergola on the deck.

The objective of this RFP is to locate a source that will provide the best overall value to the Downtown Excelsior Partnership, Inc.  While price is a significant factor, other criteria will form the basis on our award decision, as more fully described in the Evaluation Factors section of this RFP below.

Submission Guidelines & Requirements

The following submission guidelines & requirements apply to this RFP:

  1. First and foremost, only qualified individuals or firms with prior experience on projects such as this should submit proposals in response to this RFP.
  2. Bidders must list at least THREE projects that are substantially similar to this project as part of their response, including references for each. Examples of work should be provided as well.
  3. A technical proposal must be provided that is not more than TEN pages. This technical proposal must provide an overview of the proposed solution, as well as resumes of all key personnel performing the work. In addition, the technical proposal should provide a proposed schedule and milestones, if applicable.
  4. A price proposal must be provided that is not more than TWO pages. This price proposal should indicate the overall fixed price for the project as well as an itemized budget, should the Downtown Excelsior Partnership, Inc. decide to award a contract on an item basis.
  5. Proposals must be signed by a representative that is authorized to commit bidder’s company.
  6. If you have a standard set of terms and conditions, please submit them with your proposal. All terms and conditions will be subject to negotiation.
  7. Proposals must be received prior to April 15, 2024 to be considered.
  8. Proposals must remain valid for a period of NINETY days.
  9. The Downtown Excelsior Partnership, Inc. anticipates selecting at least two individuals or firms to have more in-depth discussions with and will make an award to one of these “down-selected” individuals or firms.

Project Description

The purpose of this project is as follows:

            The Downtown Excelsior Partnership, Inc.’s purpose for issuing this RFP is to determine pricing for the Lithia Landing project and establish a contract with a licensed and insured professional construction contractor.

            The Downtown Excelsior Partnership, Inc. encourages all construction and deck building companies to apply.

Project Scope

  1. Contractor is encouraged to conduct a site assessment to determine the best location for the deck and any necessary modification to the existing landscape.
  2. Contractor should prepare detailed drawings and plans for the deck, including all necessary permits and approvals if awarded the contract.
  3. Procure all necessary materials, including decking boards, framing, fasteners, and finishing materials.
  4. Excavate and prepare the site as necessary to create a level and stable foundation.
  5. Construct the deck framework and install decking boards as according to the approved design and plans.
  6. Install all necessary railing, stairs, and other finishing components.
  7. Ensure all work is performed in compliance with local building codes and regulations.
  8. Remove all debris and waste materials from the project site.
  9. Conduct a final inspection with the project owner to ensure that all work has been completed to satisfaction.
  10. Provide any necessary warranties or guarantees for the completed work.

Contract Award / Notification to Unsuccessful Bidder – May 15, 2024

There is currently a need date of December 1, 2024. Bidders may propose a date for project completion in their proposal.

Evaluation Factors

The Downtown Excelsior Partnership, Inc. will select the bidder that is determined to be in the best interest of the Downtown Excelsior Partnership, Inc.  Selection criteria shall include, but is not limited to:

            General qualifications of the bidder for the contract

            Quality and extent of services available




            Compliance with this Request for Quote Following, the Downtown Excelsior Partnership, Inc. and the selected company shall enter into negotiations regarding the compensation to be paid to the selected company for the scope of services required by this RFQ.  Assuming those negotiations are successful, the selected company will be required to enter into an agreement with the Downtown Excelsior Partnership, Inc. (the “Contract”).
