For the Downtown Excelsior Partnership, Inc., that person is Carol Baxter.
Carol’s story with Excelsior Springs didn’t begin with a committee meeting or an event.
It began as a young girl, walking the sidewalks of downtown alongside her mother and grandmother. Saturdays were spent shopping local—visiting stores like Mododay, Flanders, the dime store, and Marietta Drug Store. Downtown wasn’t just a place to run errands.
It was an experience. It was connection. It was the heartbeat of the community.
And over the years, Carol has experienced every version of that heartbeat.
She has seen downtown at its best, full of life, energy, and activity. She has seen it during seasons of struggle, when storefronts emptied, when momentum slowed, when belief wavered. And she has been here for the rebuilding, for the steady, determined work of bringing it back to life.
She has seen the good, the bad, and the ugly. And she never walked away. Instead, she leaned in.
In 2008, that same young girl, now a mother, joined the downtown promotion team. She was proud. Excited to simply hand out tickets at the Chocolate Tour. It wasn’t about recognition. It was about being part of something she believed in.
From that moment on… she was all in.
For more than 15 years, Carol has been a constant force behind downtown revitalization. As Promotion Team Chair, she has helped shape the events, experiences, and traditions that bring people to Downtown Excelsior Springs. She has played a key role in building an event calendar that doesn’t just fill weekends, but fuels economic activity, supports local businesses, and strengthens community connection.
But what sets Carol apart is not just leadership. It’s presence.
Carol shows up in ways that cannot be measured on a spreadsheet.
During the summer, she can be found out before sunrise, watering flowers throughout downtown parks and streetscapes, ensuring the district looks welcoming before the first visitor arrives. During the holidays, she helps transform spaces, decorating the pocket park, building out the Lane of Lights, and staying afterward to make sure everything is taken care of.
Before major events, if sidewalks need attention, Carol is there with her leaf blower, quietly preparing downtown to shine.
Because to her, it matters.
At the BBQ & Fly-In on the River, she manages registration and check-in, greeting participants and setting the tone for the event. On competition day, she transitions to the judging area, preparing boxes, organizing volunteers, and ensuring every detail of the sanctioned contest is handled correctly.
These are critical, behind-the-scenes roles. The kind that make everything work. The kind that often go unseen. And Carol never hesitates to take them on.
But her commitment goes even further. Carol doesn’t just give her time and talent, she gives her treasure.



She is an active investor in the Downtown Excelsior Partnership, consistently supporting programs, initiatives, and events financially because she believes in the mission. She understands that revitalization requires not only effort, but investment and she leads by example.
Her belief in downtown is not passive. It is personal.
That belief led her to take a leap of her own.
After the loss of her daughter Brooke, her “fashion statement girl”, Carol dreamed of opening a boutique in her honor. That dream became Butterfly Kisses Boutique, a business rooted in love, memory, and connection.
What began as a small incubator space has grown into a storefront on Broadway.
Today, Carol is not only helping build downtown, she is part of what makes it thrive.
As a business owner, she participates in every event, promotes fellow businesses, and helps visitors discover all that downtown has to offer. She creates an environment where people feel welcome, where stories are shared, and where connections are made.
She understands what Main Street is at its core.
People. Relationships. Experiences. And perhaps most importantly…community.
Carol embodies what Main Street calls “giving of time, talent, and treasure.”
She is a volunteer. A leader. A business owner. A mentor. A cheerleader. A caretaker of place.
She speaks passionately about downtown. She celebrates its progress. She pushes it forward. And she continues to believe in its potential, just as she did when she was a young girl walking those same sidewalks.
